LINCOLN, Nebraska — Lincoln has begun construction on the new StarTran Multi-modal Transportation Center, an approximately $33 million project that will transform an area south of the County-City Building into a permanent hub for buses, bicycles, pedestrians and other forms of transportation.
The new center will be located at 701 S. 10th St., on the block between 9th and 10th streets and “G” and “H” streets. Construction is expected to continue through spring 2028.
The project is already changing parking and traffic around the City-County campus. The South Lot closed at the end of Wednesday, September 23, and employees who used the lot began moving to Center Park Garage on Thursday, September 24.
South Lot closes as employees move to Center Park Garage
City and County employees who previously parked in the South Lot have been assigned temporary parking at Center Park Garage, 1120 N Street.
The change took effect Thursday, September 24. Employees will not be charged for parking during the temporary arrangement.
Employees who previously used the North Lot were moved in February to Carriage Park Garage, located at 1128 “L” St., because of another phase of construction related to parking at the County-City campus.
For members of the public visiting the County-City Building, the city continues to offer free street parking around the campus, along with metered spaces on 10th Street, subject to availability.
H Street permanently closes between 9th and 10th streets
Construction is also changing traffic patterns around the project site. Beginning September 24, “H” Street between 9th and 10th streets permanently closed to traffic and parking.
The closure is part of the reconfiguration of the block where the new StarTran center is being built.

New StarTran center will include 18 bus bays and indoor waiting areas
Current plans include 18 bus bays, protected boarding areas, lighting, covered walkways and passenger wayfinding signs.
The building will have two levels. The first floor will include a climate-controlled waiting area, restrooms, security and ticket sales. The second floor will house StarTran administrative offices and a public meeting space.
The project is also designed to bring buses, bicycles, scooters and pedestrian connections together in one location. One goal is to allow routes to meet at a central hub and reduce passenger wait times during transfers.
Project receives $23.6 million through federal RAISE grant
Of the approximately $33 million estimated cost of the transportation center, Lincoln received $23.6 million through a federal RAISE grant.
The project also received about $900,000 through a Nebraska Environmental Trust grant. The remaining cost will be covered by local funding and other federal transportation resources.
Planning for a multimodal transportation center in Lincoln began more than two decades ago. The current site was selected after studies and design processes evaluated several locations for a center near downtown and municipal services.

StarTran construction will continue through spring 2028
The city’s current schedule places construction between fall 2026 and spring 2028.
As work continues, Center Park Garage will remain the temporary parking location for employees displaced from the South Lot, while the closure of “H” Street between 9th and 10th streets will remain a permanent change in the area.
